Abstract
Öffentliche Räume werden im Zusammenspiel von verschiedensten Akteur_innen entwickelt und gestaltet. Seit einer Novellierung der Bauordnung für Wien im Jahr 2014 gibt es mit dem städtebaulichen Vertrag ein neues Instrument zur Kooperation zwischen öffentlicher Hand und privaten Projektentwickler_innen. Die bisher getroffenen Vereinbarungen zeigen, dass der öffentliche Raum ein zentrales Anwendungsfeld dieser Verträge darstellt und dass diese es privaten Investor_innen ermöglichen, zusätzlichen Einfluss auf die Gestalt von öffentlichen Räumen zu nehmen. Eine Analyse des geplanten Bauprojektes um das Hotel InterContinental am Wiener Heumarkt zeigt, dass es unter anderem durch eine private Nutzungsregulierung und eine fortlaufende Kommerzialisierung des Raumes zu problematischen Entwicklungen kommen kann. Die Verhaltensnormierung und Ausgrenzung von Menschen in öffentlichen Räumen, gegen die sich auch die Arbeitsgruppe Sozialer Raum der Österreichischen Gesellschaft für Soziale Arbeit in ihrem aktuellen Positionspapier wendet, könnte sich damit am Heumarkt weiter fortsetzen.

Public spaces of European cities are shaped by the interests of different public and private actors. Ever since the amendment of the building act in 2014, the City of Vienna has been able to enter into urban development contracts with private land owners. When looking at previously concluded contracts, public space clearly shows to be a major field of application. In this way urban development contracts enable private investors to take direct influence on the design of public spaces. The redevelopment of the Hotel InterContinental in Vienna indicates that private regulation and ongoing commercialization can lead to several problematic consequences for the city’s inhabitants. When access to privately owned public spaces can be denied for particular social groups and prohibiting certain activities becomes possible, central perspectives of the Austrian Society of Social Work (OGSA) will be undermined in the future.
