Abstract
Die Gesundheitsfolgenabschätzung (GFA; engl. Health Impact Assessment) ist ein international etabliertes Instrument, um politische Entscheidungen in Sinne einer gesundheitsförderlichen Gesamtpolitik informiert zu gestalten. Der vorliegende Beitrag führt zum Thema gesundheitsförderliche Gesamtpolitik (engl. „Health in All Policies“) ein und stellt das Instrument Gesundheitsfolgenabschätzung vor (Ablauf, Verortung, Grundsätze und Nutzen). Mit dem Pilotprojekt zum „verpflichtenden Kindergartenjahr“, das 2012 von der Gesundheit Österreich durchgeführt wurde, konnte das Instrument Gesundheitsfolgenabschätzung auf Bundesebene erstmals erprobt und ein wichtiger Schritt für die Weiterentwicklung in Richtung einer gesundheitsförderlichen Gesamtpolitik geleistet werden. Rückschlüsse aus dem Pilotprojekt hinsichtlich einer Etablierung von GFA in Österreich runden den Beitrag ab.
Health impact assessment (HIA) is a systematic process of analysing and assessing policy plans with regard to possible positive and negative effects for health and the distribution of those effects within the population. HIA supports the decision-makers in charge to arrive at evidence-based choices and, thus, promotes healthy public policies. This article introduces the concept of “Health in All Policies” and presents health impact assessment as an instrument to implement health in all policies. More specifically, the process, results and experiences of a pilot project carried out in 2011/12 on the topic “compulsory year at kinder-garten” are recorded in the article.
