Kollektiv nutzbare Räume stellen aktuell einen wesentlichen Baustein bei der Gestaltung von Wiener Neubauquartieren dar. Angesichts steigender Wohnkosten sind sie eine ressourcensparende Ergänzung des individuellen Wohnraums und bieten gleichzeitig Möglichkeiten für soziale und stadtpolitische Teilhabe. Die Entwicklung quartiersübergreifender gemeinschaftlicher Räume vollzieht sich auch vor dem Hintergrund allgemeiner planungspolitischer Veränderungen. Einerseits erhalten Mitbestimmung und Selbstorganisation durch Bewohner:innen einen höheren Stellenwert, andererseits nehmen private Akteur:innen und Public Private Partnerships eine stärkere Rolle ein. Der Beitrag gibt einen Überblick über kooperative Entwicklungsansätze für Quartiersräume in neuen Stadtteilen Wiens und diskutiert die Rolle von Gemeinwesenarbeit in diesem Kontext. Nach einem Abriss zu den Traditionslinien von Gemeinschaftsräumen im Wiener Wohnbau folgt eine Vorstellung gegenwärtiger Modelle sowie eine Analyse des Spannungsfelds, in dem sich Gemeinwesenarbeit dabei bewegt. Erfahrungen der partizipativen Raumentwicklung und Raumaneignung werden anhand empirischer Erhebungen im Quartier Wildgarten vertieft. Der Artikel schließt mit Empfehlungen für die Schaffung und Begleitung von Quartiersräumen, die darauf abzielen, eine auf soziale Gerechtigkeit ausgerichtete Raumentwicklung und ökonomisierungskritische Gemeinwesenarbeit zu fördern.
Abstract
Common spaces are becoming crucial in designing new urban neighbourhoods in Vienna. In view of increasing housing costs, they provide accessible spatial resources beyond individual apartments and offer opportunities for social and urban participation. The development of common spaces, however, is influenced by changes in planning policies. On the one hand, there is an increasing emphasis on residents´ participation and self-organization. On the other hand, private actors and public-private partnerships are playing a more significant role in both the construction and maintenance of urban spaces. This paper provides an overview of collaborative strategies used to establish communal spaces in new residential areas in Vienna, while also examining the relevance of community work in this context. An outline of the historical traditions of common spaces in Viennese housing is followed by a presentation of current models and an analysis of the tension fields, in which community work hereby operates. Experiences involving the participatory creation and appropriation of common spaces are deepened using an empirical case study in the Viennese residential quarter Wildgarten. The article concludes with recommendations for the creation and appropriation of common spaces, aiming at a spatial development oriented towards social justice and community work that is critical of economization.
